Fund and ETP issuers
An official NAV nobody can accuse the issuer of setting. Licence the fixing, reference it in the prospectus, and let creation and redemption settle against it in kind.
Authorised participants
Create and redeem at the attested NAV, atomically: deliver the basket, receive shares, or the reverse. A flat fee per order, charged in the same transaction as the shares.
Lenders and collateral takers
A liquidation engine needs a mark it can audit. Take a seat on the committee, sign the number you already rely on, and make everyone else's reliance attributable too.
Rates and derivatives venues
A margin agreement names "the 16:00 fixing", not whichever of twenty-four. Settle against a struck moment with a published tier and a signer list.
Block and OTC venues
A venue holds the only observed prints for a wrapped asset. Its seat is the one the ledger checks: it cannot sign a price its own book never traded.
Asset issuers
A wrapper is not the asset it wraps. The issuer is the only party that can attest redemption integrity — and it never pays for the fixing. Distribution, not a customer.

Propose
At the declared strike time, ETP Foundry computes the proposal and puts it on the ledger with every input published: for a wrapped asset, the benchmark print and the par factor as separate signed fields; for a fund, the units per share and each component's fixing. Every committee seat observes it.
Attest
No seat is asked whether it agrees with the price. Each seat confirms the named conditions only it can verify — the issuer's redemption integrity, the lender's book acceptance, the venue's traded range — or refuses by naming the condition that failed.
The venue's refusal is enforced by the ledger. A venue attaches the low and high its own book traded; the ledger refuses an attestation whose range does not contain the price, an inverted range, or a half-specified one. A venue cannot sign a price it never printed.
Finalize
At K signatures the fixing exists: a contract whose signatory set is the attestor set, carrying the tier used, every check each member verified, and the protocol version they applied. Funds re-mark, creation and redemption settle against it, and the series row is published. Below K there is no fixing — a gap is published as a gap.
